If a rifle has a "stock" … not a brace … and has a barrel under 16" then it would be considered a SBR (short barrel rifle) and would require the government paper work and fees to be owned legally. It's all about barrel length. 16 is the magic number.

CHONG, This is a pistol. If it is modified to remove the pistol brace and install a rifle stock this firearm would become an SBR. You would have to file paperwork with ATF and pay $200 tax stamp BEFORE you could do that modification.

Chong, no Sir. Since it has a Brace instead of a Shoulder Stock, it is classified as a regular Pistol.
