Jeremy, yes, the Top Picatinny Rail is integrated onto the Receiver as pictured for mounting an Optic of your choice.

Jeremy, It includes the rail for sure. No choice. PTR calls it a scope mount and it is welded on the upper receiver/dust cover. It is there for good.
