Bushmaster's web site states this upper comes with a bolt carrier group. The confusion comes in because Bushmaster uses model # 91700 for this UPC upper. It does have a Bolt Carrier Group and 5 round magazine, per Bushmasters's web site. bushmaster.com/sh
